Because he didn’t fire the idiot who nominally approved this. She was just shuffled off to another department. Gee, I wonder what she could accurately say if she were fired!
Well, that and it is totally laughable that the CEO didn’t know and didn’t “sign off” on such a move. OF COURSE he did! DUH!
